Voting Member for Barony Place

In 2019 the Voting Member for Barony Place was Doris Covert, a resident in Barony Place II. Her name appeared in The Summit Scoop each month. The Alternates listed were Billie Jones and Bob Keivit. The last Board meeting that Doris attended was in October 2019.

Barony Place was not represented when the election for the Board was held in November 2019.

In January 2020 The Scoop showed Billie Jones' name as Voting Member. I wondered how that happened.

It turned out that Billie and Doris just switched positions. I read the By-Laws and didn't find any support for that. An Alternate is an Alternate, not a replacement or substitute. Especially when important legal duties are involved. George Reynolds, Assn. Treasurer and Chair of the Voting Members (a role not accepted by some voting members), told me that each had "plenty of signatures".

A Voting Member does not serve for Life or until he or she gets tired, moves or dies. The Voting Member is supposed to be chosen every year by her (or his) Neighborhood, in accordance with specific rules n the By-Laws. 

Through the August meeting Billie has not attended even one Board meeting in 2020. So, how is Barony Place represented? And how are Barony Place homeowners informed of what the Board is doing? How will she know if the Board is doing a good job? 

At the end of May I contacted Billie by email; no response. Then I phoned her and left a message; no return call. Then I emailed her again; no response. In July I tried again. That time I got a two-sentence response that no Neighborhood Meeting was scheduled and that she would let me know when one was scheduled. That was about two months ago.

The By-Laws impose a legal obligation on Voting Members. Homeowners should insist on a Neighborhood Meeting each year, so they can elect a current Neighborhood Committee. It's in the By-Laws. It's not optional or discretionary. The By-Laws read that there shall be an annual Neighborhood meeting.

The Summit HOA has a $1,200,000/annual budget and almost $2,000,000 in Reserves. What qualifications should the seven Directors have for serving on the Board and managing those resources?
