HOA Office Fails to Answer about Street Parking

Why won't The Summit's HOA Office answer a simple question?

"Will you please inform me what section of the Governing Documents applies to parking on the Streets in The Summit, which are public streets, owned and maintained by Richland County?"

I emailed this question to Julie Brickley, Property Manager, on May 7, 2026, and requested a reply by May 14th. Julie had mentioned "street parking" at least three times at the May 5th Board Meeting. No acknowledgement; no reply.

I've been asking this question for about seven years. Justin Martin, former Board President, refused to answer it, even after I presented a copy of the Deed transferring Barony Place Circle (in Barony Place II) to Richland County.

William Hill emailed me on November 12, 2024, that "We are not allowed to park in the streets." He did not reply to two follow-up emails from me when I asked why not. He was the Safety Committee Chairman then and now sits on the Board of Directors.

On May 18th I wrote to Julie again, requesting a reply by May 21st. No reply.

On May 22nd  I emailed the Board President, Brenda Bryant, asking her to ask Julie to reply by May 29th. No reply.

On May 29th I emailed Julie again, asking if she had been directed not to reply to me. No reply.

On June 1st I wrote to the leadership team of the Board (President, Vice President, Secretary, Treasurer), asking them to make a Motion at the June Board Meeting to direct Julie to respond to me by June 5th. No response.

One way to get an answer is to sue the HOA in Circuit Court. The Board already knows what happens when they meet me in court. They have never revealed how much it cost the HOA, but my guess is $25,-$30,000.

The HOA doesn't report how many parking violation "courtesy letters" it sends out every month. It shouldn't be sending any for vehicles parked on the County-owned streets.

I believe the simple answer to my simple question is, "None."
