Is The Summit's HOA operating without an approved Budget?

If you look at "Annual Budgets" on the HOA's website (under Documents), you'll find one listed for 2026. BUT it is the Proposed Budget 2026!

The November 18, 2025 BOD Minutes state that the 2026 Budget was available at the check-in table and would be mailed to homeowners.

When was it approved? 

Not at the October 7, 2025 BOD Meeting.
Not at the September 2, 2025 BOD Meeting.

Was it ever approved by the Board of Directors?

If not, The Summit's HOA is operating without an approved Budget for 2026. 

Is this proper for a South Carolina Non-Profit Corporation?

Danny Trapp was the Board President until November 18, 2025. Until December 1, 2025 William Hill was the Board Treasurer. Tanisha Holmes was the Board Vice-President. Noel Weatherbee was the Board Secretary. Ask them when the 2026 Proposed Budget was actually approved by Board vote.

  1. I received the following comment today via the Contact Form (upper left):

    "Why do you always mention african americans on your website but not caucasians? Is there a reason you never notate what caucasian members of the board do? I have information that the treasurer is doing whatever she wants but that is never on your website? Are you part of their regime? I see you fight a lot for them."

    In this blogpost I mentioned the four officers of the Board who composed the leadership team of the Board. They, along with a fifth director, controlled the Board until the last election. In almost six years of writing this blog, I have never used the term "African American."

    In my entire lifetime, I have been called a racist only one time. That was by a former Board Member and officer who was black. I don't use the term "African American", unless I know the person is an American who is from Africa, and I probably wouldn't use it then, either.

    Danny Trapp caused the HOA's lawsuit against me to be filed illegally. It was prohibited by the CC&Rs. The Board of Directors never approved it. Yet it was filed in the name of the HOA. Four black and two white board members never publicly opposed Danny's action.

    The Board doesn't communicate with me. I have no way of knowing what the Treasurer is doing. Provide me with details. If it's wrong, I'll write about it.
