Open Letter re Annual Neighborhood Meetings
The following Open Letter was sent to the six (should be seven) HOA Board members and many (but not all) of the Voting Members.
Good morning, members of the board (including Vernell, as a member of the board and not individually),
Will you be providing guidance to Voting Members this year about holding Neighborhood Meetings and Neighborhood Elections before the Voting Member Annual Meeting (Sept. 2-Oct. 2)?
Barony Place Neighborhood did not have a Neighborhood Meeting in 2018, 2019, 2020 or so far in 2021. This probably means there is no legitimate Voting Member. Seventy-eight homeowners in Barony Place I and Barony Place II are unrepresented and are disenfranchised from electing directors.
How many other Neighborhoods have not held Neighborhood Meetings in 2021 or in 2020, 2019, or 2018? How many others, if any, don't have legitimate Voting Members?
Should all Neighborhoods be holding Neighborhood Meetings and Elections now, before the Voting Member Annual Meeting in September?
May I direct your attention to the SCA By-Laws?
Article V, Section 3 reads, in part:
"... there shall be a Neighborhood Committee ..."
"Such Neighborhood Committees shall consist of three (3) members..."
"The members of each Neighborhood Committee shall be elected by the vote of Owners of Units within that Neighborhood at an annual meeting of such Owners."
"Committee members shall be elected for a term of one (1) year or until their successors are elected."
A Voting Member's term is not perpetual. It's for one year, only until the Neighborhood's next annual Meeting and Election.
Is it correct that Vernell Butler cannot serve as an Alternate Voting Member for Summit Hills V, although he is shown as such on the HOA's website? He can serve only as an ex-officio member of his Neighborhood's Committee, with no voting rights on that Committee.

Voting Members for Amaryllis Woods, Autumn Hill, Pine Brook, Pineclave, Summit Hills V and Waverly Place will not receive this message. Please forward it to them or provide them with the information.
