2023 HOA Directors and Officers

Here are the Summit HOA's Directors and when their terms expire:

Mary Ann Game 11/23

Dennis Rybicki 11/24
Vernell Butler 11/24
Tanisha Holmes 11/24 *

The vacant term of Paul Hill is being ignored. He was elected to a two-year term in November 2021 and died in April 2022. Dennis Rybicki was appointed in May 2022 to succeed Paul by Justin, but only for six months. Therefore, the remainder of that Director's term is still on the books and is vacant.

The HOA erroneously elected five (5) Directors in November 2021, rather than the four allowed by the By-Laws. Thank Justin for that.

Officers are supposed to be elected in November each year, right after the new Directors are elected. That doesn't happen, because it's not important to the Board to comply with the By-Laws.

Vice President -  Mary Ann Game
Secretary - Greg Thomas
Treasurer - Vernell Butler

The HOA probably does not any legitimate Directors, because there aren't any legitimate Voting Members to elect them. No Neighborhoods are holding the Annual Neighborhood Meetings that are required in the By-Laws.

Without legitimate Directors, there is no one to elect Officers. Even so, the Summit HOA did not have a bonafide election of Officers by the Directors in November 2022.

The solution is to replace Martin, Game, and Thomas in November 2023 and elect Directors who will comply with the By-Laws.

* Tanisha Holmes (Whitney Falls) was appointed to the Board on 3/7/2023, after Vicki McCarthy resigned. Vicki had been elected in November 2022, displacing Auby Dellinger.

Annual Meeting, Barony Place Neighborhood - continued to 5/4/2024

Barony Place Neighborhood (Barony Place I and Barony Place II attempted to hold a Neighborhood Meeting this afternoon. Of the 78 homes, seventeen (17) homes were represented, and that was not sufficient to meet the quorum requirement of 26. Open Letter to Barony Place "Voting Member"

An open letter to the "Voting Member" of Barony Place Neighborhood. Good morning, Billie, If you and/or an Alternate attended last night's board of directors meeting, will you please send out a recap of the meeting to Ann Stirlen and me (and to all the homeowners and residents in Barony Place)? About a dozen homeowners from throughout The Summit showed up for the board meeting  at the church  last night, only to learn from one person that it had been switched to Zoom, which allowed the board to meet in secret. Many of them had not received the email from the office that the board was (illegitimately) closing the meeting to homeowners. There are only about 1,800 (73%) email addresses of the 2,480 Members in the website database. Special Assessment Possible?

How would you feel about a $3,000 Special Assessment levied by the HOA against you and every other HOA Member (homeowner)? Article X, Section 4 in the CC&Rs allows this. Are you aware of that? Should the Board do everything possible to eliminate the possibility of such a Special Assessment? What is the Board doing that might just lead directly to such an Assessment? The HOA, by actions of the President (Justin Martin), the Treasurer (Vernell Butler, and the Safety Committee Chair (Dennis Rybicki) entered into a contact with the Richland County Sheriff's Department, effective February 1, 2023.
