Board Meeting #2 on 10/3/2023

The HOA's board met for its regular monthly board meeting on October 3, 2023 at 6:30PM. This meeting was on Zoom, rather than as a regular, in-person meeting at the Brookland Baptist Church Northeast. Noticeably absent were the financial statements, which should have been provided to board members in time for them to examine them, and they also should have been posted to the HOA's website at the time of the meeting. The Financial Statement was finally posted on the website on October 9, 2023. The Treasurer's Report at the meeting was skimpy, and there was no discussion of the bids for the 2024 management contract. What most Members (homeowners) will not know is that the board held a second meeting on October 3rd after the Zoom meeting ended. The second meeting was lengthy, in-person, and was devoted to a discussion of the bids (plural) for the management contract. Was any decision made about the management contract for 2024? August 2023 Financial Statement - now on HOA website

For Association Members (that's you, the homeowner) who are beginning to follow the financial reports of the HOA, the August 2023 Financial Statement has finally been published on the website. Go to www.summithomeowners.com Then hover over RESIDENTS; click on DOCUMENTS; click on Financial Operating Results; click on August 2023. On Page 1 you'll notice a worthless graph that includes erroneous datapoints for Aug 22 to Apr 23.  See the Manager Notes. "Overall The Summit's Financials are very strong and currently are operating under budget." That tells you exactly nothing. If the financials are very strong, why is the Board considering a 10% increase in dues? Do you notice immediately what is missing? Maybe this explains the delay in releasing the August 2023 Financial Statement. There is no report of the delinquent dues! The numbers for Current, Over 30, Over 60, and Over 90, and the Total Accounts Receivables are missing. They are not reported. However, this se...

$570,000 in Delinquent Dues. Too much?

The July 31, 2023 balance of delinquent dues was $570,056.02. That included $175,481.14 that was currently overdue.  How will the numbers change with the August 31st financial statement? The Board is considering the bids for the 2024 management contract. The decision is imminent. Could the August financial results be so bad that they are being withheld from the Members? How much of that $570,000 is uncollectable? I mean, really uncollectable. CAMS and the HOA's lawyer should be informing the board of that amount. Should it be written off? What if the board writes off $300,000? How will the Members feel about that? More importantly, how will the Voting Members feel, when it's time to elect four directors on November 7, 2023? If, that is, an Annual Meeting of Voting Members can even be held. Can a legal quorum be mustered? August Financial Statements - still not posted!

Where are the August 2023 Financial Statements? These should have been available at the time of the October 3, 2023 board meeting. If the meeting had been in person, copies would have been on the table at the back of the room. Because it was a Zoom meeting, copies should have been posted on the HOA's website by the time the meeting began. That was October 3rd. This is October 9th. Where are they? The HOA's attorney has suggested that I communicate with the Voting Member (of Barony Place). First, there is no legitimate Voting Member. Secondly, the Board "recognizes" Billie Jones as the Barony Place Voting Member, even though Barony Place has not had an Annual Neighborhood Meeting in more than five years. Maybe longer. The Board has no basis for "recognizing" Billie Jones as the Voting Member. Thirdly, Billie Jones doesn't reply to my emails. When I email the HOA office, an employee is not allowed to respond to me. How did "getting signatures" originate?

How did the scheme of "getting signatures" to become a Voting Member originate? Some people believed it was too hard to hold an Annual Neighborhood Meeting to determine a legitimate Voting Member.  Whose brainchild was "getting signatures"? One person has told me. Before I name the person, I'd like to confirm it. Please contact me, if you know. The "getting signatures" scheme seems to rely on going around a neighborhood with a form (apparently approved by the HOA and obtained from the office (managed by CAMS)), ringing doorbells, and asking the homeowner (not a non-homeowning resident) to sign the form.* That scheme is not described in the By-Laws. There is only one way to become a Voting Member. That way is described in the By-Laws in Art. Election, Nov. 7 - Will Your Neighborhood Vote?

On November 7, 2023 the Voting Members (VM) of The Summit Community Association, Inc. are supposed to hold their Annual Meeting. Following that meeting, the Board of Directors (BOD) meets to seat newly-elected directors and elect officers. One of the main purposes of that VM meeting is to vote for four directors, who will serve for the next two years. Is your Neighborhood represented? (See the HOA's website . Look at RESIDENTS, then DOCUMENTS, then Voting Members.) Autumn Glen does not have a Voting Member. Indigo Springs does not have a Voting Member. Pine Brook does not have a Voting Member. Waverly Place does not have a Voting Member. Barony Place has a Voting Member who is "recognized" by the board, but who is not a legitimate Voting Member because Barony Place has not had a Neighborhood Meeting in more than five years. 2024 Management Contract Vote - when?

Following is an open letter to the HOA Board of Directors, emailed on October 7, 2023: Good afternoon, Justin, Since the 2024 Management Contract was not discussed or voted on at the regular board meeting on October 3, 2023, are you planning to call a Special Board Meeting to discuss that item and vote on it? Because of the importance of the management contract and the high percentage (39.5%) of revenues associated with it, will you  please conduct any Special Meeting about the selection of the management company for 2024 on Zoom with the attendance of Members?
