New Collection Policy

At the May 5, 2026 the Board President, Brenda Bryant, announced a new Collection Policy of the HOA.

WHAT IS IT? No details were given.

WHEN WAS IT ADOPTED? No details were given. 

The last Regular Board Meeting was March 3, 2026, so it was sometime between March 3 and May 5. This means it was done in a private, closed, secret, off-schedule board meeting (or board action, if the vote was by email). No Minutes were published!

Is this how Members want important business of the HOA conducted?

Why would the Board adopt a new Collection Policy?

There are 564,833 reasons. The Balance Sheet of the March 31, 2026 Financial Operating Results was distributed at the May 5th Board Meeting. Accounts Receivable (Line 1205) reveals that $564,833.57 is owed to the Association. 

My guess is that the bulk of that is unpaid dues.

For years the monthly Financial Operating Results carried this message, "Collection activity is being conducted in accordance with Association policy."

For years I said, "There is something wrong with the 'collection activity' or the 'Association policy' or both."

You could count the protests about unpaid dues by Board members, Voting Members, or Members (homeowners) by using only some of the fingers on one hand. 

The new Collection Policy should be distributed by email to every homeowner (Member) and posted on the website.

Two of the reasons that Members (homeowners) don't know how high the Accounts Receivable are:

No monthly Financial Operating Results (FOR) have been posted on the HOA's website since August 2025. The FOR have not been posted on the HOA's website for September 2025, October 2025, November 2025, December 2025, January 2026, February 2026, March 2026. WHY NOT? 

Few Members read the FOR. And, if they do, they don't understand them.

June 3rd BOD Meeting now Closed to Members

The HOA office sent out an email at 3:29PM that read, in part, Due to Brookland Baptist Church being unavailable to accommodate the scheduled Board of Directors meeting on June 3rd, the meeting will now be held at the Summit Association office. Please note that space is limited at this location; therefore, only Voting Members and Committee Chairs will be invited to attend in person. One would think they would splash a message on the homepage of the HOA's website and change the location in the Calendar on the website; but No to both.  This last-minute change is highly adverse to the interests of the Members of the Association. About Fines in The Summit's HOA

Do you bother to inspect the Budget when it is proposed for the following year? Do you ever examine the monthly financial reports of the HOA? How much do you think the HOA will collect in fines this year? How much do you think the HOA collected in Fines last year? The Line in the Budget that you'll want to look at is Line 4600 Fines - Violations. Sitting down? In 2024 the HOA collected $57,446.91 in Fines. The amount budgeted in 2024 was $20,000. In 2025 the HOA expects to collect $50,000. As of June 30, 2025 the HOA has collected $38,670. At this pace the HOA will collect $77,340 in the full year, or $27,340 (55%) more than estimated in the Budget. Why are fines running so high? Should the Board just grin and rub their hands together in glee, or should the Board create an ad hoc Committee to examine the Fines category and determine what can be done to reduce the penalties on its Members? And They Are Still MIA

What are still MIA? February 2025 Financial Operating Results; April 2025 Financial Operating Results; March 2025 Financial Operating Results. Minutes of the 5/6/2025 Board of Directors (BOD) Meeting. Why haven't these been published on the HOA's website?  And where are the Internal Forensic Audit for 2023 and the External Forensic Audit for 2023? Where is the 2024 Annual Audit? Soon the Minutes of the 6/3/2025 BOD Meeting should be making their appearance. Or will they? What has changed in the Board's unwritten policy for informing 2,480 Members of the HOA about the Association's finances and monthly meetings? For years these documents were posted on the HOA's website. Not always on a timely basis, but they were posted.  And now??? The Voting Members should be complaining on behalf of their Neighborhood's homeowners. Are they? And, if they are not, the homeowners themselves ought to be complaining and demanding an explanation.
