Why Is the BOD Interfering with the 2026 Election?
There should be an election of three directors in November 2026. The terms of Tanisha Holmes, William Hill, and Noel Weatherbee expire.
There may not even be a legitimate election, unless additional Voting Members are quickly elected by their neighborhoods. The Board has never put the (HOA's) Neighborhood Committee to work to assist neighborhoods in holding Annual Neighborhood Meetings.
Why is the Board interfering with the election?
How is the Board interfering?
The Board did not appoint a Chairman of the Nominating Committee when officers were elected following the 2025 election. Only recently was Board Secretary Angelo Turley-Moore placed as Chairman. Was he nominated by then Board President Brenda Bryant and approved by the Board? Was that recorded in published Board Minutes?
No members of the Nominating Committee have ever been named or approved. See the September 2026 Summit Scoop.
It is the Nominating Committee that is supposed to find good candidates for election, which includes homeowners (Members) who apply. The Committee should seek strong candidates, as well as reviewing applications that are submitted.
Without a Nominating Committee, the Board will control who runs for election. This is completely unfair to Members.
Last year's Nominating Committee, led by Tanisha Holmes, utterly failed to represent the best interests of the homeowners in the November 2025 election. That Committee nominated three Members who were soundly rejected by the Voting Members, including then-Board President Danny Trapp.
The Committee failed to nominate three Members who were solid candidates: Jeff Lummel, incumbent director Brenda Bryant, and Angelo Turley-Moore. They were eligible to be nominated. The Committee chose other, less-qualified candidates. The Voting Members made the right choice by insisting on write-in candidates.
The Board has taken control of the election and can be counted on again this year not to follow the written rules. See the September 16, 2026 email from the office (unsigned) on behalf of the BOD. Applications are due by 10/2/26, right after the new Property Management company takes over.
An us-vs.-them situation exists on the Board, with Weatherbee, Hill, Holmes, and Turley-Moore making up the majority.
Weatherbee has shown her 'stripes" by an ugly email to me after I wrote to the full board and by aggressive action toward one former Committee member against whom she has an obvious personal agenda. Through a successful, unchallenged coup she became Board President recently.
Hill was the Safety Committee Chairman who refused to provide a Governing Document reference to explain his statement that "We are not allowed to park on the streets." Then he was appointed improperly to the Board by Danny Trapp. During his term as Treasurer (July-December 2025), he allowed HOA funds to be illegally disbursed to the HOA's law firm in a lawsuit against Gus Philpott (me) that was prohibited by the CC&Rs. Also during his term, "Cash & Cash Equivalents" dropped $445,000, which he never explained. The 2024 Annual Audit was ordered after the due date (8/31/25), by which the HOA should have received the completed Audit.
Tanisha Holmes did not conduct the 2025 Nominating Committee within the written rules of the Governing Documents. Now she is Board Treasurer. Has the 2025 Annual Audit been ordered yet? It was due August 31, 2026! Has a thorough Reserve Study been ordered? Who is on the Budget sub-committee, which should be working on the 2027 Proposed Budget by now?
There is no doubt in my mind that the Board majority (Weatherbee, Hill, Holmes, and Turley-Moore) will nominate Weatherbee, Hill, and Holmes for the three open board positions.
The Board can be expected to deny the Voting Members demand to allow write-in votes.
The only recourse open to the Voting Members, who are the legal representatives of the homeowners (Members) will be the courts.
All seven directors should be working on behalf of the 2,480 Members of the Association. They aren't.
