Mission: Responsible for helping each community in the Summit to locate and elect a local neighborhood committee that will represent their community at SCA board meetings and thereby allow their Voting member to vote on vital issues that affect the Summit and their local neighborhood. The Neighborhood Committee will assist and advise local neighborhoods with problems that they encounter.

This may be the most important committee of the HOA. It was unilaterally disbanded in December 2023. In September 2024 homeowner Reginald Mack, a homeowner in Summit Hills IV, was appointed as Chair. 

There was no formal restoration of the committee. Because it is a Standing Committee of the HOA, according to the PRM, the President's announcement in December of its dissolution should have had no effect.

Why aren't there any members of the Committee?

There are 27 "communities" (Neighborhoods) that need legitimate Voting Members. Each of those Neighborhood and needs to have a Neighborhood Meeting, elect a [local] Neighborhood Committee, which then elects the Voting Member. One Neighborhood (Barony Place) does have a legitimate Voting Member.

At this time those 27 Neighborhoods (96.9% of the Members, or 2,402 properties) have no representation in the Association. If you don't live in Barony Place I or II, then you are not represented!

I doubt that one man is going to be able to bring 27 Neighborhoods into compliance with the By-Laws before the November 12, 2024 Annual Meeting of Voting Members.

If there is no quorum of legitimate Voting Members on that date, the HOA will not be able to convene the Annual Meeting of Voting Members. There will be no election of three directors.

The HOA won't conduct a fraudulent election, will it?
