There Should Be No Secrets

When the Board of Directors of The Summit's HOA meets, there should be no secrets.

The Board should be transparent with the Members about what it's cooking up. It should work within the CC&Rs and the By-Laws. The Board was involved in two off-schedule last week - April 22, 2026 and April 23, 2026. What was discussed?

Minutes should be written for ALL Board meetings (pre-board, Special-Called, and Regular Meetings). They should be published within one week of the meeting on the HOA's website.

The Board has yet to publish the Minutes of the March 3, 2026 Regular Board Meeting. That's the one where the Board President announced that Board Meetings would thereafter be bi-monthly.

When did they decide that? Was there a vote? Why didn't they think to ask the Members (homeowners) what they thought? The HOA has held monthly board meetings for many years. Why change that?

Minutes should also be written and promptly published for ALL Committee meetings. Since they aren't published, who knows if they are even written? If they are written, who knows if they are correct?

The Directors are supposed to work in the best interests of the Association. That's their duty.

How are they doing? Recently they made a huge mistake when they removed Jeff Lummel as Vice-President and replaced him with Noel Weatherbee.

The Board violated the By-Laws when it removed him. Art. IV, §3 Removal (Page 10):

"Any officer may be removed by the Board of Directors whenever in its judgment the best interests of the Association will be served thereby."

Jeff has served the best interests of the Association for years. He did so in a quiet, unassuming way and devoted many, many hours to work that the HOA should have paid an employee or contractor to perform. 

Then the Board selected Noel Weatherbee as Vice-President. She is the person who sent this email to me on February 20, 2026, after I wrote a polite, business-oriented email to all Board Members. Fifty-one (51) minutes after I hit Send,  her reply was sent to me:

Sir.

I did not give permission for you to have my email address. You are hereby put on notice with this email that you are not welcome to have any further contact with me. This includes personal contact, telephone contact, mail contact, electronic contact (including but not limited to email, text messages, or social media), and third-party contact.

Additionally, you are also put on notice that you are not welcome on any property I own or lease.  

Should you choose to violate the conditions of this notice, I will immediately contact the local law enforcement agency with appropriate jurisdiction and pursue criminal charges against you.

How many others have received that form-letter?

For the record, her email address is published on the HOA's website under the tab "BOARD MEMBERS" on the homepage.

That message from sent from a director who is supposed to serve Members and Residents and who is to act in the best interests of the Association.

There is no record in the Minutes of the Association that she (and William Hill) were ever duly-appointed by the Board or that she was duly-elected as Secretary before the July 1, 2025 Board Meeting. That was under the presidency of Danny Trapp, who himself was not known as a stickler for compliance with the Governing Documents.
