New Deal for off-duty RCSD Deputies?
At last night's Board Meeting, Safety Committee chairman Dennis Rybicki mentioned a new Special Duty Agreement with RCSD that is being considered.
I am very familiar with the two Agreements that the HOA entered into with RCSD just a few years ago. I obtained them with FOIA Requests.
Unless the Agreement has been altered in the past 3-4 years, it will contain a very significant and high risk for the HOA. That risk is the transfer of liability from RCSD to the HOA. A successful claim could bankrupt the HOA or cause a very high Special Assessment to meet a judgement.
I urge the Board to ask its attorney to review it and give the HOA a written opinion about risk, before the Board President and Board Secretary sign it. Also, I suggest that it be submitted it to the HOA's insurance carrier, before the HOA enters into it. They might accept the additional risk, might increase the premium if the Agreement is executed, or might cancel the HOA's policy, if the risk is too high.
The worst situation would be not to inform the insurance company and risk that they would decline coverage in the event of a claim.
The 2026 Proposed Budget (published on the HOA's website) contains no money for off-duty deputies. Line 6050 Courtesy Patorl* [sic] in the 2026 Proposed Budget is $0.00. The Safety Committee budget (Line 7072) is $1,000. Where will the money come from? The 2026 Proposed Budget has no "grease" in it.
