Homeowners vs. "Residents"

When did the Summit's HOA start becoming so unfriendly to residents? 

An inviting message used to appear in the Summit Scoop each month. It read, "Board meetings are open to ALL [sic] Summit residents."

In the June 2021Summit Scoop, the wording changed. Then and since, it has read, "Board meetings are open to ALL [sic] Summit homeowners."

How did that happen? There was never any discussion at a board meeting about that. Did "someone" tell the woman in the office who handles the Scoop to change it? She certainly did not make that change without being told to do so. Who did that?

Who can attend monthly Board meetings?

At the March 1, 2022 monthly Board meeting, Justin Martin was absent. Auby Dellinger, Board Vice President, chaired the meeting. Under New Business at the end of the meeting, one item was mentioned. The Minutes contain this entry: 

"It was questioned whether homeowners are allowed at board meetings. It was stated that board meetings are for board and voting members and it was decided that meetings will remain closed to homeowners unless invited. It was suggested that this should be corrected in The Scoop."

Whoa, Nellie! What?

Notice the complete absence of any responsibility in that entry. Who questioned whether homeowners are allowed? Who stated that meetings are only for board and voting members? Who decided that meetings will remain closed? Have monthly board meetings even ever been closed? (No.) Unless invited? Who is the King who will hold the honor of "inviting" homeowners? Who suggested the correction be made in the Scoop?

The Scoop was never "corrected"; meaning, "changed", not corrected.

And it's a good thing it wasn't. 

Nothing in the Governing Documents (CC&Rs, By-Laws, Online Guides, PRM, etc.) prohibits homeowners and residents from attending board meetings. And nothing should.

Homeowners are absolutely permitted to attend board meetings. It's their HOA, not the board's. And residents should be permitted to attend. Residents are a valuable part of the community. This resident was challenged by board member and treasurer Vernell Butler at the door on July 12, 2022. Butler told me I wasn't going into the meeting. He even asked the deputy, who was in the room for the Safety report, to kick me out. The deputy refused. Butler has never apologized for discourtesy that night.

The office should know what percentage of homes are occupied by homeowners and what percentage by non-homeowners. It probably doesn't know, but it should.
