Can You Park on the Streets in The Summit?

This question should have a simple Yes or No answer. "Are you allowed to park in the streets in The Summit?"

This is what started the feud between the HOA and me (Gus Philpott) about 4-5 years ago. Then-President Justin Martin refused to tell me where in the CC&Rs or By-Laws parking on streets is prohibited. As I recall, he told me that he didn't have to "prove" anything to me.

The current Chair of the Safety Committee emailed me on November 12, 2024 writing, in part, "We are not allowed to parked in the streets."

I asked why not. Twice. He has never answered. 

I, a resident, temporarily can no longer ask the board or the office whether parking on the streets is prohibited. But you, a Homeowner, can. And you should.

The streets are owned by and maintained by Richland County. The HOA's CC&Rs and By-Laws do not apply to the public roadways.

What will happen if you email the office (c/o trigon@camsmgt.com or jwoodley@camsmgt.com) and ask President Danny Trapp what Section in the CC&Rs or By-Laws prohibits parking on the streets?

The Summary in that same Report indicted 55 Parking incidents were closed.

What was the cost to the HOA for all that "enforcement" activity? Inspection/Photo Time? Letters? Activity reporting?

How much time/cost was involved to identify 45 parking issues and to issue letters to homeowners. What is the cost per letter? The CAMS Contract for 2025 indicates that the cost of a Compliance Letter is "At Postage Cost". There is an envelope cost (medium, 60¢); And, of course, there is TIME. 

What is the staff not doing, while they are devoting time to enforcing a parking violation that might not even be a violation?
