More Cameras. More Waste.

Did you read the September 2025 Summit Scoop? It was emailed to you, and it is posted on the HOA's website.

The fourth paragraph in the President's Report reads, 
"The board is in the process of completing the installation of security cameras in areas identified as being problematic. The Sheriff’s Department can also access these cameras in cases of emergencies. These cameras are state of the art and will record incidents day or night. Thanks to Mr. Hill who headed this project."

Well, first of all, it is not "the board" that is in the process of installing security cameras. All it did was approve a motion on July 1, 2025 to spend $31,479 on cameras for Indigo, Birch, and Willow Parks, and Summit Parkway and Summit Ridge (Drive). 

Why are cameras being installed on Summit Parkway and Summit Ridge Drive? Those are public roadways, owned by and maintained by Richland County. The HOA has absolutely no jurisdiction over those roadways. What is the purpose of those cameras?

Linda Potter made the motion, which was seconded by Patricia Pollin (Note: Pollin is not a legitimate board member). Only three directors (Trapp, Weatherbee, Holmes) voted for the motion. Bryant voted against it. No vote is recorded for Pollin, Hill, or Potter.

The Minutes of that Board Meeting do not reflect any discussion before the vote of 3-1-3 (For-Against-Abstain). Why didn't Pollin, Hill, or Potter vote?

Cameras do not prevent crime. Cameras record crime. After the crime, someone looks at the recordings and tries to figure out "Who done it?"

The Sheriff's Department does not monitor the recordings. Even the HOA does not monitor the recordings. 

Where did the $31,479 come from for that expenditure? It wasn't planned when the budget for 2025 was developed or approved. In fact, an announcement was made at the November 2024 Board Meeting that the 2025 Budget did not include projects.

Is this another case of "We must have enough money, because we still have some checks left."

William Hill has been the Safety Committee chairperson. On July 1 the Board attempted to appoint him as a Director. That attempt failed, because the "executive session" was not valid. And then Hill became Treasurer. He can't be Treasurer, because he is not a duly-appointed Director.

Likewise, Weatherbee is not a duly-appointed board member, for the same reason as Hill is not. She should not have voted on July 1st. 

That would have made the vote 2-1. If Potter had voted against, the vote would have been 2-2. A tie-vote fails. The HOA would not have spent $31,459 on more cameras!
