HOA's Neighborhood Committee Grade: F
On August 6, 2025, I emailed the Voting Members of the HOA.
On August 7 Reginald Mack replied. He is the "Voting Member" of Summit Hills IV and also the chairperson of the HOA's Neighborhood Committee.
He wrote, in part, "... As you are aware, the individuals in receipt of your message are members of The Summit Neighborhood Committee. That is important to understand because this committee represents the homeowners within The Summit... "
Both sentences are wrong.
"Voting Members" are not automatically members of The Summit Neighborhood Committee. At Board Meetings in and before February 2025, Mack told the Board that he had a couple of Committee members, but he never named them. His name is the only name listed in The Summit Scoop and on the website for the Committee. Mack and his Committee have no authority over Voting Members. (Nor does the Board.)
The second sentence is false because that Committee does NOT represent the homeowners within the Summit.
Homeowners are represented by their respective (local) Neighborhood Committees, NOT by the HOA's Neighborhood Committee. The Mission of the HOA's Neighborhood Committee even states this!
I wrote back to Mack and said, in part, "Because of the legal obligation of Voting Members to their homeowners, it is critical that Voting Members be duly-elected in compliance with the By-Laws. " (CAPS in the original.)
Today Jesse McClinton, "Voting Member" for Amaryllis Woods and the previous chairperson on the HOA's Neighborhood Committee, wrote to Mack and all the "Voting Members". He copied me on his message, writing, "I see nothing has changed. Thank you Mr. Mac.[sic] Some people just don't get it. You are doing outstanding work at working for our Neighbourhoods.[sic]"
I'll tell you the problem with "some people". They think that the CC&Rs and the By-Laws are barely more than just suggestions.
About the only thing Mack has done for the neighborhoods is to suggest a new sidewalk, which isn't even a responsibility of the HOA's Neighborhood Committee. Four neighborhoods (Autumn Glen, Indigo Springs, Pineclave, Waverly Place (19.6% of the HOA)) still do not have Voting Members (McClinton and Mack both have failed to correct that problem), and most of the other neighborhoods do not have legitimate, duly-elected Voting Members.
The HOA's Neighborhood Committee is one of the most important committees of the HOA. It is the one that is charged with "... helping each community in the Summit to locate and elect a local neighborhood committee that will represent their community at SCA board meetings and thereby allow their Voting member to vote on vital issues that affect the Summit and their local neighborhood. The Neighborhood Committee will assist and advise local neighborhoods with problems that they encounter."
What grade should that Committee get since the Fall of 2021? F
Why does the Board tolerate a Committee that doesn't carry out (or, at least, work on) its Mission?
If a Committee doesn't understand its Mission, isn't it the Board President's job to get them back on course?
