Directors are at-Large
What does it mean to be a Director on the Board of The Summit's HOA?
Directors of The Summit's HOA are elected (or appointed) "at-large". This means that each represents the whole of the HOA.
It does not mean that a director represents only one neighborhood or a section of the HOA.
What would provoke Noel Weatherbee to respond in the manner she did? With a response like that, it's very clear that she doesn't like me. (Ask me if I care.) But what does she know about me, other than what she might have heard from Danny Trapp, the person who appointed her to the Board.
Technically, it was "the Board" who appointed her at a Special Board Meeting. But the Board was controlled by Danny Trapp.
Was she even legitimately appointed? At that Special Meeting, which was never announced to the membership and for which no Board Meeting Minutes have ever been published, the Board had five* members. LaToya Adams and Ciara Bates had resigned in May.
The members at that time were Danny Trapp, Tanisha Holmes, Patricia Pollin*, Brenda Bryant, and Linda Potter.
* Pollin was not a legitimate board member. She was never eligible to be appointed in November 2023, for reasons that have been stated here ad nauseum.
So the Board consisted of Trapp, Holmes, Bryant, and Potter. Four. Only four. In case of a vote on a motion, a tie-vote fails.
Was Weatherbee the first to be appointed; then Hill? If so, was the vote 2-2, failing? Pollin should not have been allowed to vote. And if she did vote, her vote was invalid. But there are no Minutes of that Meeting that have been published.
Were Weatherbee and Hill proposed in one joint motion? If the vote was 2-2, it still failed.
Was Hill proposed first? Was the vote 2-2, not counting (or discounting) Pollin's vote?
This HOA has been so careless in following rules (CC&Rs, By-Laws, Robert's Rules of Order). If there were an investigation by the South Carolina Attorney General's office, the HOA would be placed in Receivership.
But no one else calls them out on it.
What the HOA does not need is a big, proper lawsuit!
Not even Vernell Butler's hokey, little litigation that should fall apart if it ever goes to trial in the Blythewood Magistrate's Court. The judge (magistrate) should laugh it right out of the courtroom.
