Who Caused the Trespass Letter?

In September 2025 Danny Trapp, then Board President of the HOA, sent a letter to the Brookland Baptist Church Northeast, at which the HOA was holding its monthly Board Meetings.

There is no record in Board Meeting Minutes that the Board ever approved or authorized Danny Trapp to send that letter to the Church. 

As a result of that letter, the Church issued a Trespass Notice that banned four men from church property. The four men were Dennis Rybicki, Angelo Turley-Moore, Mike Bryant, and Gus Philpott. The first three are homeowners in the HOA. Two of them (Dennis and Mike) were (are) Voting Members. Angelo was about to become a Voting Member. Gus Philpott is a resident of a property in the HOA.

Summer HOA meetings had been loud, perhaps bordering on too loud. The Church secretary told me that some women in the choir, whose rehearsal started before Board Meetings ended, had complained about being afraid.

I know Rybicki, Bryant, and Moore. They are not trouble-makers. 

I (Gus) had not attended any board meetings since February 4, 2025, so I definitely had not contributed to any disorder at summer HOA meetings.

Why would Danny not want Bryant, Rybicki, and Moore at HOA meetings?

The Annual Meeting of Voting Members (AMVM) was coming up on November 11, 2025. Four Directors would be elected, and Danny was running for re-election. I'll bet he knew those three would not vote for him; they would vote, in effect, against him.

Did Danny send the letter to interfere with the election process? If the Association election were a Government election, that would be a crime!

The letter backfired. The folks at the Church got so upset that they canceled use of the Church by the HOA. 

The AMVM was held at the North Springs Park Community Center. Danny Trapp was not re-elected. 

But the Church's Trespass Notice still stands. 

I've asked the HOA to request the Church to rescind the letter. The HOA refuses. Board President Brenda Bryant emailed me that it is a "moot point". WELL, IT IS NOT.

Danny Trapp acted without Board approval or authorization. However, he still did so in the name of the Association. Why wouldn't the Board want to clean this up? What would it cost them? 78¢ for a stamp!

What did Danny Trapp have to say about me that resulted in the Church's letter? Did he lie? Did he defame me? The HOA claims not to have a copy of Danny's letter. Why didn't he, as Board President, file a copy of it in the office?

If I sue Danny, the HOA is going to be right in the middle of it, because Danny wrote his letter as Board President, and the Church replied to him as Board President.

The HOA office sent out an email at 3:29PM that read, in part, Due to Brookland Baptist Church being unavailable to accommodate the scheduled Board of Directors meeting on June 3rd, the meeting will now be held at the Summit Association office. About Fines in The Summit's HOA

Do you bother to inspect the Budget when it is proposed for the following year? Do you ever examine the monthly financial reports of the HOA? How much do you think the HOA will collect in fines this year? How much do you think the HOA collected in Fines last year? The Line in the Budget that you'll want to look at is Line 4600 Fines - Violations. Sitting down? In 2024 the HOA collected $57,446.91 in Fines. The amount budgeted in 2024 was $20,000. In 2025 the HOA expects to collect $50,000. As of June 30, 2025 the HOA has collected $38,670. At this pace the HOA will collect $77,340 in the full year, or $27,340 (55%) more than estimated in the Budget. Why are fines running so high? Should the Board just grin and rub their hands together in glee, or should the Board create an ad hoc Committee to examine the Fines category and determine what can be done to reduce the penalties on its Members? What Story Do the Financials Tell?

At the May 6, 2025 Board of Directors meeting, the March Financial Operating Results were available. Did you pick up a copy? Was there any discussion of them? Usually there is not. Do board members examine them before the meeting? Does anyone on the Board really understand them?  Look at the page for the Operating Expenses - Variances. Twelve Line Items are shown. No totals are shown. Big mistake. But are the totals intentionally omitted? For these 12 Items the total of "YTD Variances" is $61,784.93. As of the end of March, the HOA has over-spent the 2025 Budget by $61,784.93. Look at the reason given for the over-spending in Line Item GL-5111 Irrigation Contract. "This is over budget and will remain over budget due to the 2025 budget is $75,000 and the monthly contracted cost is $10,140."
