How Should HOA Respond to Noel W.?

How should the HOA's Board of Directors respond to the email sent by Director Noel Weatherbee to Gus Philpott (me), after I requested a meeting with the Board?

Just for the record, I wouldn't recognize her if she was standing in line at Food Lion or the Dollar Store. I can only hope she doesn't pull at "Mrs. Davis" on me.

It's not the first time she has gone into a similar attack mode without provocation. Just the first time with me. Earlier this year she sicced RCSD on a Voting Member after a board meeting. She apparently had some disagreement with him and tried to use RCSD to fight her battle.

Her complaint to RCSD went nowhere.

How should the President of the Board respond?

The President of the Board should have a private "counseling" session that should end with a caution and a warning. "Clean it up or resign from the Board."

How should the Board respond?

If the President's effort doesn't work, the Board should sit her down and read her the Rules of the Road. Tell her to get off her high horse.

How should the Voting Members respond?

If the Board's effort doesn't work, then the Voting Members should meet and vote to remove her from the Board. 

Fortunately, Noel is one of three directors with no power on the Board. She is part of the minority of three. She is a left-over Danny appointee. Her term is up in November. The Voting Members can consider her email to me in their evaluation of her, should she run for re-election.

It would be a good idea for the Board to rein her in, or the HOA will get scooped up in legal action and be forced to waste HOA funds on legal fees.

The Voting Members did a great job on November 18, 2025, when they elected four good people who now compromise the majority of the Board. Voting Members elected three by write-in votes, even though an attempt was made to prevent write-in voting. Those three were well-qualified applicants - the Nominating Committee, chaired by Tanisha Holmes, did not endorse them or put them on the ballot.

Nothing in the CC&Rs, the By-Laws, or the PRM prohibits write-in voting. However, those running the election attempted to impose a "rule" about it. They failed.

Until November 2025 Noel was on the winning side of 5-2 votes, which included a vote by an illegitimate board member that the Board never challenged. Now she is on the losing side of 4-3 votes. 

There shouldn't be "winning" and "losing" sides on the Board. All board members should be working on behalf of the 2,480 Members of the Association. All board members should insist on compliance with the CC&Rs, By-Laws, PRM and other Guidelines of the Association.

Maybe the HOA needs Guidelines for Ethics and Behavior.
