Feb. 3 Minutes: Errors, Incorrect Information, Omissions

The Minutes for the February 3, 2026 Board Meeting have been published. See them on the HOA's website. Hover over RESIDENTS. Click on DOCUMENTS. Click on Board of Director's Minutes. Click on the Month you wish to view.

Do Board Members and the Property Manager read and correct the BOD Minutes before they are published on the website? They should.

The Board does not welcome comments from me, so I'll publish the errors here. 

The RCSD non-emergency phone number is NOT 803-977-9866. That is the CAT deputy's direct number which, in my opinion, should not even be published. She is not the police officer for The Summit.

Previous Minutes were not reviewed or corrected before approval. They were approved without comment.

Finance Committee
A special meeting was held on January 19. The Committee cannot approve a $44,000 expenditure. It can only recommend approval to the Board. The Board never approved that $44,000 expenditure at the February 3rd BOD Meeting!

Who approved the $5,400 pond contract (WHICH pond)? The Committee can recommend approval, but it cannot approve.

Same with the Ridge Pond fountain. Who approved it?

Landcape Committee
Indigo Dam repair estimate, $100-$300,000. Will this require a Special Assessment or significant increase in Annual Assessment?

When was the last Reserves Analysis conducted?

Neighborhood Committee
Met in January. No quorum, could not appoint Chair. 
The Committee does NOT appoint the Chair. The Board President appoints the Chair, with the approval of the Board. 
The Neighborhood Committee does NOT consist of all Voting Members. (VMs are welcome to join as homeowners). The Neighborhood Committee is NOT a "forum for residents to raise concerns and discuss community matters."
Somebody (all) should read the Mission of the Neighborhood Committee on the HOA's website!

Ponds and Lakes
Why wasn't the Indigo Lakes $100,-$300,000 estimate in this report, rather than in Landscaping?

Manager's Report
What is an "assurance check"?
What are "repairs to the Parkway area"? Does he mean the brick wall west of Summit Parkway Middle School?

Homeowner Questions
The Minutes failed to include Vernell Butler's question about the number of lawsuits currently involving the HOA.

Why weren't the many other homeowner questions and concerns reported???

Motion to Adjourn
The Minutes failed to include the chaos toward the end of the meeting and the attempt by the Board President to adjourn the meeting instead of quelling the chaos first. The Minutes do not reflect a vote to adjourn.

The Minutes do not state who gave a Committee's report. This eliminates accountability.

There was no report from the Nominating Committee. The Nominating Committee does not have a chair or members. Both are needed.

A chairperson of the Nominating Committee should have been appointed at the Organizational Meeting (officer election) [PRM, Art. III, §H, ¶1 (Page 22]. That Meeting should have been on November 18. Instead, the officer election meeting was conducted as a private, closed, (Special?) Meeting on December 1st (the day before the December Board Meeting).
