August President's Report (Scoop)

The August Scoop contains a President's Report. You'll want to read it. 

"We are currently in the process of choosing a Safety Committee Chairperson. The process had been delayed due to the illness of our CAT officer. We have several very eligible candidates."

Why is that appointment taking so long? The HOA's President has the authority and responsibility to appoint committee chairmen. Why doesn't he just do it? The RCSD CAT officer has absolutely nothing to do with the administration of the HOA. The Safety Committee has no law-enforcement responsibilities or duties. The CAT deputy's involvement is unnecessary.

"We are also incorporating a solid foundation for a community wide neighborhood watch program. This program will be of a confidential nature that will not reveal its membership. Only law enforcement will know the contact information and will not make any physical contact unless requested."

The HOA has no business being involved in a community-wide Neighborhood Watch program. The HOA's authority does not include safety of the homeowners or their property. If homeowners wish to form a Neighborhood Watch, they can do so. Furthermore, how can a neighborhood establish a neighborhood watch, if the homeowners don't know any contact information?

Declaring a "confidential nature" is something that the HOA, a S.C. non-profit corporation, cannot do. Whose brainchild was this? The entire board's?

"There will be a meeting of all Neighborhood Representatives in the near future to discuss important matters that affect our community and its obligations to our homeowners."

Is the Board preparing to ask the Neighborhood Representatives (Voting Members) to approve an increase in dues above 10% of the current $510/year? Or to approve amendments to the CC&Rs and/or By-Laws?

Or has the Board awakened to the reality that, in fact, there is only one legitimate Voting Member (Barony Place) and that the rest of the Neighborhoods must get busy and properly elect a Neighborhood Representative/Voting Member, so that three directors can be elected in November?

It will be interesting to learn how the Board explains the obligations of the Voting Members to the homeowners (Members). It should start with "All of you need to be duly-elected in compliance with the By-Laws."
