Is There a Chair of the Nominating Committee?

 Is there a chairperson of the HOA's Nominating Committee?

There should be! 

The chairperson leads the Committee, which creates a slate of candidates for directors to be elected each November. But that's not all the Committee does.

When a vacancy on the Board arises, the Nominating Committee should be ready to make a recommendation to the HOA President and the Board for a successor.

In past years that hasn't happened. After George Reynolds died, his seat on the board remained vacant for 18 months. That was a gross failure by the board, which at the time was led by Justin Martin, President.

Last May (2024), when Tommy Williams quit, Danny Trapp failed to announce a vacancy or do anything about putting a successor in Tommy's place. That seat was vacant for six months. This was a failure by the Board to adhere to the By-Laws.

The Nominating Committee should have candidates identified, who can be appointed promptly to fill vacancies. It's an on-going process. 

Pollin was appointed in the fall, and her name is published in the October 2024 and November 2024 Summit Scoops as the chair of the Nominating Committee. She is still listed on the HOA's website.

However, her name does not appear in the December 2024, January 2025, and February 2025 Scoops as chair of the Nominating Committee. She was absent from the January and February 2025 Board Meetings, causing some to wonder whether she has quit the board. If she has, what was the date of her resignation letter?

The Nominating Committee chair is supposed to be appointed at the Organizational Meeting (election of officers) which is, according to the By-Law, the first board meeting after the Annual Meeting of Voting Members. That organizational meeting should have been held on November 12, 2024 in public, but the Board held it three days later on November 15, in a closed, private, secret meeting, with no published Minutes, when they elected the officers. 

The board also failed to hold the November 2023 Organizational Meeting on the correct date. It should have been held on November 7, 2023, but it was held on November 10th. The Board seems to have some difficulty in understanding that the date three days after the Regular Board Meeting is actually the second board meeting after the Voting Members' meeting, not the first.

The election of officers and the appointment of the chair of the Nominating Committee should be done in public, not in a closed board meeting.

Open Letter to Barony Place "Voting Member"

An open letter to the "Voting Member" of Barony Place Neighborhood. Good morning, Billie, If you and/or an Alternate attended last night's board of directors meeting, will you please send out a recap of the meeting to Ann Stirlen and me (and to all the homeowners and residents in Barony Place)? About a dozen homeowners from throughout The Summit showed up for the board meeting  at the church  last night, only to learn from one person that it had been switched to Zoom, which allowed the board to meet in secret. Special Assessment Possible?

How would you feel about a $3,000 Special Assessment levied by the HOA against you and every other HOA Member (homeowner)? Article X, Section 4 in the CC&Rs allows this. Are you aware of that? Should the Board do everything possible to eliminate the possibility of such a Special Assessment? What is the Board doing that might just lead directly to such an Assessment? The HOA, by actions of the President (Justin Martin), the Treasurer (Vernell Butler, and the Safety Committee Chair (Dennis Rybicki) entered into a contact with the Richland County Sheriff's Department, effective February 1, 2023.
