In the Street or Out?
Last Friday (August 30) the recycle carts were left out in the street, after they were emptied . Normally, they are placed in the driveway, so that they don't interfere with traffic.
On Friday I sent an email to the Richland County Solid Waste Department via the Ombudsman's email address, and today a Department rep phoned me.
He explained that carts can be left where they are found. But, if they are found in the driveway, where Barony Place II homeowners place them, they ought to go back in the driveway.
So it appears the workers are allowed to leave them in the streets but "should" return them to the driveways.
Let's see what happens on September 13. That's Friday the 13th.
