Is Street Parking Illegal?

Is it illegal to park on the streets in The Summit?

Justin Martin, when he was Board President, told me it is. He also told me he didn't have to prove anything to me.

William Hill, chair of the Safety Committee (and now pretending to be Board Treasurer), told me in November 2024 that it is. He did not reply to two requests for the location of the prohibition in the Governing Documents.

Danny Trapp, Board President, has written in the President's Report in The Summit Scoop (Sept. 2025, Oct. 2025) that "our covenants governing parking on the streets in our community are valid, legal, and enforceable."

While it's true that the covenants are valid, legal, and enforceable, I have found nothing in the CC&Rs or the By-Laws that pertains to parking on the County-owned, public roadways. They are not in the Common Property of the Association.

Apparently, Robert Williamson, new HOA Property Manager employed by Town & Country Management Company, thinks parking is not allowed.

If street parking really is illegal, shouldn't there be a section in the CC&Rs, the By-Laws, and/or the Procedures Reference Manual that says so? Shouldn't there be No Parking signs on all the streets? I must be the only person in The Summit who thinks it should be in writing somewhere.

Exactly what gives the HOA the authority to send out parking violation notices and to threaten homeowners and other residents with fines for parking on the county-owned, public roadways???

If parking on the County-owned streets were restricted, it would have to be by County ordinance, and there would have to be frequent posting of County no-parking signs on every street. Do you want The Summit plastered with No Parking signs?

Have you received a parking violation notice ("courtesy letter") from the HOA?

I laughed when I read Danny Trapp's comment in the September 2025 Summit Scoop: "Please don't allow someone to convince you otherwise." All Danny has to do is cough up the Section in the Governing Documents that prohibits parking (there isn't one), and I'll stop saying that you can park on the streets.

I say that street parking is legal. Prove me wrong.
