Who Is Vernell Butler?

I heard a story last month that Vernell Butler went to the HOA office (before CAMS finished out its contract) and announced that he would be joining the Board of Directors and would be Treasurer again.

I've also heard that Vernell showed up at recent meetings of the Voting Members and declared that he was entitled to attend because he was an Alternate.

Vernell is a past Board Member. He was elected to the Board on December 1, 2020, to serve a two-year term (2020-2022). On November 1, 2022, he was re-elected to a two-year term (2022-2024).

The November 2020 Summit Scoop shows that Vernell was the Alternate for the Summit Hills V neighborhood. The January 2021 Summit Scoop does not show Vernell's name as the Alternate for Summit Hills V. That's because, when a Voting Member or Alternate becomes a Board Member, he must resign as an Alternate from his neighborhood. Vernell's term as Alternate ended on December 1, 2020.

In November 2023, when Vernell was not re-elected as Treasurer, he quit the Board, which also resulted in his removal as Treasurer.

Vernell's name last appeared in the Summit Scoop as an Alternate in December 2020. After he left the Board in November 2023, his name never appeared in the listing of Voting Members or Alternates in the Summit Scoop again. It's not there now, in October 2025.

So what gives Vernell the idea that he can suddenly show up at meetings of the Voting Members and claim he is an Alternate? His previous position as Alternate cannot just be re-claimed.

The Summit Hills V neighborhood needs to have a Neighborhood Meeting attended by a quorum, hold a Neighborhood election, and the new Neighborhood Committee of three homeowners would then elect a chairman (Voting Member) and the other two are Alternates. 

On what date did Summit Hills V hold its last Neighborhood Meeting? Was Vernell elected to the Neighborhood Committee?

A huge question is why did the Voting Members allow Vernell to attend their meeting? They should have shown him the door and paused the meeting until he left.

There are good reasons why Vernell Butler should not be on the Board again or serve as Treasurer.

What? No trampolines?

OK, you trampoline fans. Are your rights and privileges being tramped on by your Board of Directors? The office sent out an email just before 2:00PM threatening you with a dreaded violation notice and the possibility of fines, if you dare to put a trampoline in your yard.  This is what the email from the office said,  " Please be advised that, pursuant to Section 13, Page 22, Article XII of the covenants, no structure of a temporary nature shall be placed upon any unit or any part of the properties. What Story Do the Financials Tell?

At the May 6, 2025 Board of Directors meeting, the March Financial Operating Results were available. Did you pick up a copy? Was there any discussion of them? Usually there is not. Do board members examine them before the meeting? Does anyone on the Board really understand them?  Look at the page for the Operating Expenses - Variances. Twelve Line Items are shown. No totals are shown. Big mistake. But are the totals intentionally omitted? For these 12 Items the total of "YTD Variances" is $61,784.93. As of the end of March, the HOA has over-spent the 2025 Budget by $61,784.93. Look at the reason given for the over-spending in Line Item GL-5111 Irrigation Contract. "This is over budget and will remain over budget due to the 2025 budget is $75,000 and the monthly contracted cost is $10,140."
