When did BOD Decide Not to Increase Dues?

Or did it?

Is an action taken (or not taken) outside of a public, open, monthly board meeting a legitimate action of the Board of Directors?

According to the Procedures Reference Manual, a Budget Sub-Committee (there isn't one of these) is supposed to present the 2025 Budget to the Board of Directors. Presumably, this would be during an oen, public board meeting.

Instead, the Finance Committee is believed to have discussed the Proposed 2025 Budget with the Board prior to the November 12, 2024 open board meeting. That may have been during the pre-board meeting, held in private about a week before the November 12 open meeting.

Supposedly, the BOD indicated it was not in favor of an increase in annual Assessment above the $510 amount. Which board member led that position?

The only, and very brief, mention of the 2025 Budget was by out-going Treasurer Linda Potter on November 12, when she announced the 2025 Budget had been approved, that the budget was balanced (without Projects), and that the dues would not increase.

At that point the Voting Members should have interrupted and shouted, "Stop the meeting. Tell us about the Budget!"

But there was only one legitimate Voting Member present, and she didn't rise to speak.

As of October 31, 2024, the HOA had over-spent its budget by almost $150,000, which is more than 10% of the budget. How could there NOT be an increase in dues? It is fiscally irresponsible not to increase the dues!

Earlier this year it was thought that this Board had stopped making decisions in private. That changed on May 28, 2024. Not only does the Board make decisions in private, it doesn't announce them!

The Board members participating in those secret decisions should be removed by the Voting Members (except there aren't enough legitimate Voting Members to do that).
