Where is the 2025 Budget???

Why hasn't the 2025 Budget been posted to the HOA's website?

The 2025 Budget was approved at the November 12, 2025 monthly board meeting. Linda Potter, completing her one-year term as Treasurer, stated there would be no increase in Annual Assessment.

The 2025 Budget, approved on November 12, should have been included in the November Minutes of the board meeting. It wasn't.

Q. Why wasn't the Budget posted to the website in the following days? Why isn't it on the website now (12/5/2024)?

A. Either the Board told the on-site property manager not to publish it, or the                                       Board did not tell the property manager to publish it.

The HOA did not follow the process laid out in the Procedures Reference Manual (PRM). The PRM (Art. III, §C, ¶4) calls for a Budget Sub-Committee to prepare the budget. The Budget Sub-Committee is part of the Finance Committee and is to include a "wide cross-section of community members".

The Expense Budget is to be developed first. Then the Income Budget is developed.

The Budget Sub-Committee first presents the proposed Budget to the Finance Committee. Minutes of all Budget meetings are to be recorded and published.

Then the Budget Sub-Committee presents the proposed Budget to the Board of Directors. That should have happened at the November 12th open, public board meeting. It didn't. It happened in a private, closed board meeting (possibly the pre-board meeting) prior to November 12.

On November 12th the public never heard that a 10% increase in Annual Assessment had been recommended to the Board. And the public never heard that the Board declined it. 

There was plenty of evidence that an increase was needed. Directors had failed to increase dues in previous years. The Board, on November 12, never declined it in public, by vote.

The current year's budget (2024) is over-spent by 10%. How could there not be an increase? The year (2024) started with a deficit of $27,000, in spite of Art. III, §C, ¶4 (l) (that's "L"), of the PRM, which prohibits unbalanced budgets. Plus, the 2024 Budget allocated ZERO to Reservcs, in further violation of the PRM.

The Homeowners (Members) should be outraged, but they are uninformed, because there are no legitimate Voting Members who honestly represent them and inform the homeowners exactly what is going on at the Board level.
