Must Board Members Follow the Rules?

This communication is being sent to all homeowners within the HOA as an important reminder regarding rental properties.
If your property is being used as a rental property, you are responsible for your tenants' actions, including compliance with the Summit's Covenants, Conditions, and Restrictions (CC&R’s). It is your obligation to inform your tenants of the rules and provide them with a copy of the CC&R’s, specifically those addressing violations.
To assist in this matter, a copy of the Summit CC&R’s is attached to this email. Please ensure that your tenants receive this document and are made aware of their responsibilities. Prospective tenants should have the opportunity to review the CC&R’s to ensure they can abide by the governing documents.
We appreciate your cooperation in maintaining the integrity and harmony of our community.
I suggest that the office (CAMS) send an email to all members of the Board that reads,
This communication is being sent to all members of the Board within the HOA as an important reminder regarding compliance with the Governing Documents of the Association.
As a board member, you are responsible for compliance with the Summit's Covenants, Conditions, and Restrictions (CC&R’s), as well as with the By-Laws and the PRM. It is your obligation to inform yourself and to recognize the importance of following these rules as they are written.
To assist in this matter, a copy of the Summit CC&R’s is attached to this email. The By-Laws and PRM can be found online. Please ensure that you review these documents carefully and are aware of your responsibilities.
We appreciate your cooperation in maintaining the integrity and harmony of our community. Please lead by example.
At last count, only about 75% of the homeowners in The Summit receive emails sent from the office. If that number is still true today, then 25% of the homeowners (1,860) do not receive communications from the office.
The office should continually seek to collect valid email addresses from homeowners and residents, so that ALL in the community receive the messages.
The HOA misses a valuable opportunity every six months, when dues notices are mailed. It would be easy and low-cost to include a request that all update their email addresses with the office. A unique email address could be established for that update, so that an office employee's e-mailbox was not flooded with non-urgent email. The request could be phrased in a user-friendly manner, and a guarantee could be extended that no one's email address would be sold or used for any purpose other than official HOA business.
Perhaps someone could make that suggestion. For sure, they won't accept it from me. If I offered them the winning numbers for a $50,000,000 Lottery, they wouldn't buy the ticket.
