Legitimate Voting Members?

Is the chairperson of the (HOA's) Neighborhood Committee doing his job according to the Mission of the Neighborhood Committee?

The Mission of the Committee is:
 
Mission: Responsible for helping each community in the Summit to locate and elect a local neighborhood committee that will represent their community at SCA board meetings and thereby allow their Voting member to vote on vital issues that affect the Summit and their local neighborhood. The Neighborhood Committee will assist and advise local neighborhoods with problems that they encounter.

Since his appointment by the HOA President, the chair has not identified any members of the Committee. 

Twenty-seven (27) Neighborhoods (all but Barony Place) need his help. 

Does he support the Board's scheme of allowing homeowners to "get signatures" to become "Voting Members"? This is not authorized in the By-Laws.

He recently proposed consideration of an electronic voting process to elect Voting Members. This is not authorized in the By-Laws.

Four Neighborhoods (19.6% of the properties) don't have any Voting Member at all.

I believe that 23 Neighborhoods do not Voting Members who were duly-elected in compliance with the By-Laws.

Do this concern you? At all?
