How Much to Reserves in 2026?

The HOA is required to fund Reserves (CC&Rs, Art. X, §6 Page 17). Reserves are critical to maintaining a solid financial basis.

But over the past few years, as operating expenses increased, the various Boards of Directors hid those increasing expenses from the Members by reducing the money budgeted for Reserves and using it for operating expenses. Your assessment stayed the same. When they shrank the contribution to Reserves, the Boards did not lower your Assessment.

Who did that? The Treasurer and the Finance Committee and the Board of Directors. No one blew the whistle. No one cried, "Foul!" No one said, "Wait! You can't do that."

In 2020 $163,965 was budgeted for Reserves. 

In 2021 $146,155 was budgeted for Reserves. (Down $17,810 from the year before)

In 2022 $91,610 was budgeted for Reserves. (Down $54,545 from the year before)

In 2023 $39,677 was budgeted for Reserves. (Down $51,933 from the year before)

In 2024 ZERO was budgeted for Reserves. (Down $39,677 from the year before) (Down $163,965 in four years!)

In 2025 only $3,000 was budgeted for Reserves. (Up $3,000)

On November 18, 2025, at the Board Meeting, the proposed 2026 Budget should be presented. It should be discussed fully, and questions from Board Members and Members (homeowners) in the audience should be asked and fully answered.

How much will the contribution to Reserves be?

Will the full Irrigation Contract be budgeted for? In 2025 the Irrigation Contract (Line 5111) was listed at $75,000 for the first seven months of the year and then altered (reduced) in the August 2025 financials to $50,000. Why, how, and by whom? The actual amount being spent every month is $10,140 ($121,400/year). From where is that extra money coming? Why isn't the Treasurer telling you?

The cost to the HOA for services from Town & Country Management Company has never been disclosed. What is the total contract cost and how it is broken down?

And, by the way, where is the 2024 Annual Audit? Did the Board receive it? When? Why hasn't it been posted to the HOA's website?
