Street Parking in The Summit
In the last two Summit Scoops (September 2025 and October 2025), Board President Danny Trapp has written about street parking in The Summit.
While he didn't mention me by name, he took a swipe at me with "Please don't allow someone to convince you differently. When the streets were deeded over to Richland County, our standing covenants were also inclusive and enforceable."
I proved to the past-President of the Board that the HOA had no control over Barony Place Circle (in Barony Place II). When the developer deeded Barony Place Circle over to Richland County, the CC&Rs and By-Laws were NOT attached.
Homeowners and residents in Barony Place II stopped receiving parking violation notices.
The developer deeded the streets directly to the County, instead of first to the HOA. The County might have refused to accept the streets with the CC&Rs and By-Laws attached, and then the HOA would have been stuck with ownership and maintenance.
The Association has never identified which Section, in any, of the governing documents prohibits parking on on the County-owned and -maintained streets in The Summit. I believe there is none.
