Trash - more important than By-Laws

The September Summit Scoop carries this report from the Minutes of the August 2023 Board meeting.

Neighborhood (Committee)

"Jesse McClinton reported he has noticed that the common areas are free of trash. Neighborhood representatives need to work together if assistance is needed and can reach out to Jesse, the Neighborhood Committee Chair."


Isn't that wonderful? Trash is being picked up (paid for by the HOA).

Do you know that the Board has a Neighborhood Committee? This is not the same as the Neighborhood Committee that each of the 28 Neighborhoods is supposed to have.

The Board's Neighborhood Committee is defined on the HOA's website:

"Mission: The Neighborhood Committee is responsible for creating an environment that will increase property values, promote safer neighborhoods, address problems/complaints promptly, and foster communication within neighborhoods and with the Summit Community Association, Inc.

When Jesse was appointed by Justin in October 2021, I was hopeful that he would quickly tackle the problem of establishing 28 legitimate Neighborhood Representatives/Voting Members.

I hoped he would contact every one of the 28 Neighborhoods and assist them in complying with the By-Laws; i.e., to hold Annual Neighborhood Meetings and elect a three-member Neighborhood Committee, from which would come a legitimate Voting Member. It was tool late for the 2021 Election of Directors.

There is no evidence that he has done so. And no evidence that Justin ever followed up with him.

Without a sufficient number of legitimate Voting Members, the Annual Meeting in November 2023 of the Voting Members cannot have a quorum. If there is no quorum, they cannot elect Directors.

Why is this not important to the current Board of Directors?
