How many of the 28 Neighborhoods in The Summit's HOA have a legitimate Voting Member?

First, what is a "legitimate" Voting Member?

That is the homeowner who was elected as Voting Member in compliance with the By-Laws. S/he was "duly-elected". That is the one and only way to become a legitimate Voting Member. 

There had to be a Neighborhood Meeting, attended by a  quorum (one-third) of the homeowners, in-person or by proxy.  A three-member Neighborhood Committee was elected. The Committee serves for 12 months. That Committee elected one of its three members to serve as Voting Member; the other two are Alternates. (The Voting Member serves for 12  months.)

The following Neighborhoods had a Neighborhood Meeting within the past 12-14 months. The date follows the name of the Neighborhood (NH). If no date is shown, please find out the date and post it in the Comments.
