What is the HOA's Neighborhood Committee?
The HOA's Neighborhood Committee (NC) is different from your local Neighborhood Committee.
Your local NC represents you. This is why it is critical that you elect three neighbors to it. It then elects your Voting Member. Those three serve for one year, until the next Neighborhood Meeting.
What is the HOA's Neighborhood Committee? It is an official committee of the HOA. The President appoints its chairman, with the approval of the Board.
What does the HOA's Neighborhood Committee do? Its Mission is found in the Governing Documents and on the HOA's website.
Mission: Responsible for helping each community in the Summit to locate and elect a local neighborhood committee that will represent their community at SCA board meetings and thereby allow their Voting member to vote on vital issues that affect the Summit and their local neighborhood. The Neighborhood Committee will assist and advise local neighborhoods with problems that they encounter. (Source: HOA's website) [emphasis added]
Danny Trapp appointed Reginald Mack as committee chair. Unfortunately, he hasn't done squat since he was appointed. He says he has two members on the committee but doesn't name them. Why not?
And the previous committee chair, who was appointed by Justin Martin when he was President, also didn't do squat.
Four Neighborhoods (19.6% of the homeowners) do not have any Voting Members at all. Positions are shown as Open in the Summit Scoop. Every one of those four could have had a legitimate, duly-elected Voting Member within 60 days. My offer to help make it happen was rejected. Why does the Board allow that completely-unacceptable condition to exist?
Mack should either do his job or get out of the way. If he is not going to do his job, the Board should replace him. The Board should appoint someone who is committed to complying with the By-Laws and will carry out the Mission of the committee. It's not that hard.
Homeowners need to be educated on the importance of legitimate, duly-elected Voting Members. Homeowners don't elect Directors to the Board. Voting Members represent the homeowners and elect Directors. Of course, it would help for the Board to be committed to complying with the By-Laws and the CC&Rs.
Voting Members can raise your dues more than 10%. They can make decisions that affect your enjoyment of the Common Properties. They ought to be keeping an eye on the Board. If there is a director who is not doing a good job, they can remove and replace him (or her).
Barony Place has the only legitimate, duly-elected Voting Member in the entire Association. The Barony Place Voting Member is far out-numbered by illegitimate, faux "Voting Members".
What can you do? Tell the Board that you want the Neighborhood Committee to function as designed!
