Pre-Board Meeting 6/24/25

Will there be a pre-board meeting (workshop) of the HOA's Board of Directors tonight? These meetings are usually held one week before the Regular Meeting of the Board on the first Tuesday of the month.

Next Regular Board Meeting: July 1, 2025, 6:30PM

Contrary to announcements being made at past monthly Board Meetings, Tuesday's board meeting on July 1st should be open to all residents of the Summit - homeowners and non-homeowning residents alike.

Why do I say that?

If you read the June Summit Scoop, on Page 2 it reads, "Board meetings are open to all Summit Residents." The Scoop wouldn't lie, would it?

What should be on the agenda for tonight's pre-board meeting?
  • Appointment of a recording secretary to take notes and write the Minutes of the pre-board meeting;
  • Discussion of Patricia Pollin's eligibility to be on the Board, since she was not qualified (under the CC&Rs), when she was appointed in November 2023 and is not qualified now (under the CC&Rs). Discussion of action on Pollin to be taken on July 1;
  • Formation of a special, ad hoc committee of two board members and five homeowners to investigate how the Board approved Pollin to be appointed to the Board in November 2023;
  • Discussion of the qualifications of the applicants for the two current board vacancies who passed the "vetting" process and became candidates. Does the vetting process include determining whether a candidate is bondable?
  • Discussion of the process to be followed on July 1 to appoint two candidates to fill the vacancies on the Board;
  • Discussion of the actual financial condition of the HOA, in view of the large variances reported every month on the financial statement;
  • Discussion of the legitimacy, the status, and the cost of the lawsuit against Gus Philpott;
  • Discussion of the HOA's Neighborhood Committee and how to direct its chairman to follow the Mission and help Neighborhoods elect legitimate Voting Members.
The Board should not vote tonight to fill the two vacancies on the Board. That vote should be held on July 1 at the open, public, Regular Board Meeting.

Minutes of pre-board meetings ARE kept, but they are never published. So Members (homeowners) have no knowledge of what is discussed. Pre-board meetings are not confidential, private, or secret; they are agenda-planning workshops. 

Any Member of the HOA can inspect those Minutes. All you have to do is give notice to the office that you wish to inspect them and then go to the office. This right is given to Members in the By-Laws at Art. VI, §4(a) on Page 11.
